Publication Notice: Leslie Winick

Surrey and Fort St. John, B.C.

June 11, 2014

Leslie Winick, formerly registered as a general dentist, has admitted to providing substandard dental care and failure to meet the terms of a Memorandum of Understanding with the College of Dental Surgeons of BC (CDSBC). Although he lived in the Lower Mainland, the complaints and the allegations in the citation relate to his practice of dentistry at a Fort St. John clinic.

The College’s investigation of complaints against Leslie Winick resulted in a citation (notice of discipline hearing). The allegations in the citation establish a pattern of incompetent dental practice and professional misconduct. When he voluntarily withdrew from practice and resigned his registration with CDSBC, the citation was not issued.

Leslie Winick later indicated that he wanted to return to practice, and the Inquiry Committee ordered that the citation be issued. The discipline hearing was later cancelled when he admitted to incompetent practice and unprofessional conduct, and agreed to the following:

  1. A reprimand;
  2. $1,000 to be paid to CDSBC towards the costs of the investigation;
  3. Agreement not to apply for reinstatement with CDSBC before August 15, 2014; and
  4. If reinstated with CDSBC, he will be subject to the following limits and conditions:

(a) To practise for four months under the direct supervision of another dentist who will oversee all diagnosis and treatment and will report to CDSBC on a regular basis

(b) Completion of the National Dental Examining Board examinations (written and clinical)

(c) Participation in a College-approved study club for no less than
five years

(d) Monitoring and inspection by CDSBC for a period of 24 months

(e) To meet continuing education requirements that are double the minimum for other registrants, for the first three years of practice

(f) To provide CDSBC with a physician’s report on his mental and physical fitness to practise dentistry.

The Inquiry Committee order was made on May 21, 2014 and finalized on June 5, 2014.

Note: Leslie Winick is referred to as “Mr. Leslie Winick” in the two most recent documents. This is because, as a non-registrant, he is no longer able to practise dentistry and he may not use the title of "doctor."
