Illegal Practice: Chao Ming Guan
Illegal dentist Chao Ming Guan ordered not to practise dentistry

The College of Dental Surgeons of BC has taken legal action against Chao
Ming Guan for practising dentistry illegally. Mr. Guan has never been
registered as a dentist in B.C.
We were alerted to this illegal practice by a member of the public who
contacted us after a family member received dental treatment from Mr.
Guan.
The College’s investigators conducted surveillance at Mr. Guan’s
residence at 2760 East 38 Avenue in Vancouver. Based on the
surveillance, the investigators concluded that dentistry was being
performed in the basement of the home. CDSBC received permission from
the BC Supreme Court to conduct a search and seizure at the residence.
An interim injunction was also issued that prohibited Mr. Guan from
practising dentistry.
Our investigators, with the assistance of local police, carried out the
search and seizure at Mr. Guan’s residence on June 23, 2014. We seized
extensive dental material and equipment from the residence. No patient
records were discovered, but handwritten notes referring to dental work
were recovered.
Although there were some efforts at infection control, Mr. Guan’s office
did not meet infection prevention and control standards required of B.C.
dentists. Anyone who sees an illegal practitioner puts themselves and
their family at risk for bacterial and viral infections. There is no
assurance that the practitioner is competent or qualified to provide
treatment, or that the materials and equipment they use are safe.
On September 26, 2014, Mr. Guan consented to a permanent injunction
prohibiting him from practising dentistry and using any name or title
(in any language) that implies that he is a registrant of, or associated
with, CDSBC. The B.C. Supreme Court also granted the College’s request to
publish his name, photograph, and address to alert the public about his
unauthorized dental practice.
Going forward, CDSBC will be following up with Mr. Guan to confirm that the injunction is honoured.
As always, we advise any person who has been treated by an illegal
practitioner to consult with a physician and visit a CDSBC-registered
dentist to review the work done and the materials used.
