IN THIS NEWS BULLETIN
The College’s
Standards & Guidelines document Patient-centred Care and the Business of
Dentistry (PCCBOD) has been updated and republished. This foundational
document was updated to reflect current business realities and to reinforce
expectations where more than one practitioner may be providing care. The most
substantial change was the inclusion of a statement disallowing a markup on
goods and services provided by a third party. The document has also been
restructured to improve clarity and to enhance its relevance and impact. Clear
communication with patients remains a vital component of the patient/dentist
relationship.

All dentists and clinical staff who work in sedation facilities are required to maintain CPR Health Care Provider level certification (CPR- HCP) or equivalent. CPR-C is not sufficient. Courses must be hands-on and renewed every two years regardless of any statement on the certificate relating to a longer period of certification.
Further information on the CPR requirements in sedation facilities is available on our website under sedation and anaesthesia.

Dr. Ivy Kwok Suen Yu is registered with the College of Dental Surgeons of BC as a general dentist.
Dr. Yu has signed a Memorandum of Agreement and Undertaking (MAU) with the College acknowledging concerns with respect to her orthodontic diagnosis, treatment planning and provision of orthodontic treatment.
Resolution
The MAU directs that Dr. Yu:
- consent to a limitation on her practice in that she will not provide any orthodontic services for any patient until she:
- successfully completes a degree or equivalent qualification from a specialty program in orthodontics and dentofacial orthopedics,
- and obtains certification as a certified specialist in accordance with CDSBC's Bylaws.
This limitation on Dr. Yu's practice will be included on the College's public register and online Registrant Lookup.
The Inquiry Committee determined this to be a serious matter under the Health Professions Act (section 39.3)

Approximately half of complaints investigated by the College result in formal action to address concerns raised during the investigation. We have published 450 summaries of complaint investigations to educate registrants and the public about the types of complaints we receive and how they are resolved. Specific and technical detail have been omitted to make these summaries more easily understood by a general audience. The following complaint is file 9 from the 2016/17 Complaint Summaries.
Complaint
An adult patient complained about a general dentist's orthodontic treatment plan that involved the use of appliances to expand her jaw after she received a second opinion from an orthodontist who said they were not effective for adults and typically are only used for children.
Investigation
The general dentist told CDSBC Investigators that he never held himself out as an orthodontist but did offer the service in his practice after taking several CE courses. He said that he had recommended the expansion appliances based on literature suggesting it was a viable treatment option for adults. The dentist told CDSBC Investigators that he issued a full refund after the patient questioned the treatment.
CDSBC Investigators reviewed the records and were concerned with the dentist's orthodontic diagnosis and treatment planning, informed consent and orthodontic treatment. They found that the dentist did not have sufficient experience to treat the patient's fairly complex needs.
Resolution
The dentist signed an agreement to enroll in a hands-on orthodontic study club and limit his orthodontic cases to only those the study club mentor deemed suitable. The dentist also agreed to take CDSBC's More Tough Topics in Dentistry course and undergo a chart review after one year.
