Consultation Notice: Statement on Third Party Billing

​The College invites feedback on a draft statement on third party billing. The consultation period is open until 20 October 2017.

The statement was developed by the Ethics Committee in response to concerns that some patients, whose treatment involves dental laboratory work that is legitimately performed by a dental laboratory, are subsequently being billed by an intermediate company that operates as a third party. These third parties are interposed between the dentist who ordered the work and the laboratory that provided the laboratory work. They may be owned by or affiliated with the dentist who ordered the work, and may perform inspection and repackaging of product, in addition to the dispatch and receipt of product – procedures that are already part of the work performed by the dental practitioner and their staff or by the commercial dental laboratory. This activity is referred to here as “third party billing.” The statement was approved by the Board for consultation at the June Board meeting

If approved, the draft statement will be incorporated into the College’s standards and guidelines for registrants.

Public Notice: Dr. Allen M. Shen

The investigation of a complaint made by an insurance company against Dr. Allen Shen of Coquitlam raised serious ethical concerns and identified instances of inappropriate billing. His signed agreement with the College includes a one-month suspension from practice, a $10,000 fine, an ethics course for healthcare professionals, and a period of monitoring and inspection by the College. 

The Inquiry Committee considered this a serious matter under the Health Professions Act, which requires publication.

Confused About CDA Services? Check Out the Guide​

Can a CDA initiate a prophy/fluoride and/or bite wing radiographs before the patient is examined by the dentist? Can a CDA perform orthodontic duties (including Invisalign) without the orthodontic module? These are the types of questions that we receive as part of our practice advice function.

Under the CDSBC Bylaws, the services a CDA can perform will depend on the type of certification held and whether the service is considered a “restricted activity.” Some services can be delegated by a dentist, while others must be authorized and supervised by a dentist. Dentists are responsible for knowing what services their staff can provide. To avoid the risk of misdelegation, refer to our reader-friendly document A Guide to CDA Services (PDF).You can check the registration category of any CDA on our Registrant Lookup.

Meet the 2017/18 Board

The role of the Board is to ensure that CDSBC serves and protects the public. The Board includes 10 dentists, six members of the public appointed by the provincial government, and two CDAs, all of whom have signed an oath of office prescribed by the Minister of Health, and a conduct agreement. Meet the 2017/18 Committees

The Board has approved the membership list for the 12 committees that help CDSBC meet its public protection mandate. The committees are made up of dentists, CDAs and members of the public. The committee page of the website lists the role of each committee and the names of its members. Listening Sessions Coming to Vancouver and Kelowna

Listening Sessions are your opportunity to speak directly with your peers and the College while providing input on key activities and policy development. They are facilitated by Dr. Chris Hacker, Director of Professional Practice, with board and committee members and senior staff acting as discussion hosts.

Listening sessions are two hours long, free of charge, and are not eligible for CE. Find out more in this short video.

The next meeting of the CDSBC Board will be at 8:30 am on Saturday, 23 September at the Terminal City Club, “Presidents Room,” 837 West Hastings Street, Vancouver.
