The feedback gathered during the public consultation on CDSBC’s draft position statement on third-party billing in fall 2017 was overwhelmingly in support of the draft position statement.
The statement prohibits the addition of a mark-up where there is no value added to the work done by the laboratory. Repackaging is not seen to be a value-added activity.
Without exception, the feedback was positive. Respondents felt that it is unacceptable and unethical to charge a handling fee; that inflating fees is unfair to patients, third-party payers and colleagues; and that fines or suspensions for those found to be doing so would be appropriate.
At the February meeting, the Board directed that the draft statement on third-party billing be edited into the existing document entitled Patient-Centred Care and the Business of Dentistry. Registrants will be advised when the revised document becomes available.

We sent a list of the names of CDAs whose certification has lapsed to all practising dentists on 21 March. All registrants should be aware that any CDAs who are practising, but not currently certified, are in contravention of the Health Professions Act and the CDSBC Bylaws. Dentists are responsible for ensuring that their staff have appropriate registration.

CDSBC has received a number of recent calls from both dentists and CDAs regarding venipuncture (phlebotomy) and whether it can be delegated to a CDA. In the context of a dental office, venipuncture is a restricted activity that can only be provided by the dentist or a registered nurse, licensed practical nurse or a certified medical laboratory assistant in the employ of the dentist.
CDSBC has also been made aware of a number of short format courses offering basic venipuncture training to Allied Health Professionals. Please be aware that under the current CDSBC Bylaws, a dentist cannot delegate or authorize the provision of venipuncture for a patient to a CDA, regardless of whether they have obtained a certificate in one of these specific programs.

CDSBC's 2018 Annual General Meeting (AGM) will be held at 8:30 am on Friday, 15 June at the Segal Centre at SFU Harbour Centre, 515 West Hastings Street, Vancouver. The AGM will also be webcast and available to view across the province.
The Board meeting will be held the following day, at 8:30 am on Saturday, 16 June at the Terminal City Club, Skidmore Room, 837 West Hastings Street, Vancouver.
